European Network of Defence-related Regions (ENDR) Newsletter
Welcome to the ENDR quarterly newsletter, designed to keep defence-related regional organisations and clusters up-to-date on technology activities and relevant developments in the area of dual use in Europe.
The ENDR is a network bringing together regional authorities and clusters in defence and dual use technologies. Its goal is to share experiences and best practices regarding dual use strategies and access to EU funding, particularly for SMEs. It will also serve as a platform to increase the regions’ visibility and build partnerships between them.
This first edition presents the main features of the ENDR website as well as details about the first upcoming regional dual use event. It also takes a look at anticipated changes to the EU’s dual use export regime while highlighting a future EU call for proposals to promote dual use synergies between defence and non-defence related clusters.

ENDR website key tool for bringing together defence-related regional organisations and clusters
The recently launched website has an easy-to-use Interactive map featuring all participating ENDR regional organisations and clusters and their dual use profiles. On the Bulletin Board members can post the latest news about their regional defence and dual use developments, while the Events section is the focal point for all the network's conferences and workshops. ENDR first event focuses on cybersecurity
The region of Bretagne will soon host the first ENDR event to look into dual use strategies and technology-transfer lessons in the area of cybersecurity.
The "Symposium on European regional approaches for dual use cybersecurity strategies" will take place in Rennes during 23-24 November as part of a wider European Cyber Week. It will be organised by the European Commission and Bretagne Développement Innovation.
The event will harvest best practices among European regions and clusters for cybersecurity strategies regarding dual use technologies, provide information on the latest policy developments and promote more co-operation between regions.

EU modernises the dual use exports regulation to respond to new risks
On 28 September the European Commission presented its proposal to the Council and the European Parliament to upgrade the EU dual use export licensing regulation EC 428/2009. The proposal for improved export controls introduces a new "human security" dimension to avoid human rights abuse associated with cyber-surveillance technologies.
The proposal aims to strike a balance between ensuring a high level of security and adequate transparency, and maintaining the competitiveness of European companies and legitimate trade in dual use items.

First COSME funding for defence-related clusters coming up
A call for proposals under the EU’s COSME 2016 programme (Competitiveness of Enterprises and Small and Medium-sized Enterprises) is expected to be released by December to promote clusters and cross-border business network collaboration.
The call, “Clusters Go International”, will support actions to create and shape new “European Strategic Cluster Partnerships” to become international. Two of these partnerships will be financed in the defence and security sectors, with a total budget of €400,000. The aim is to support cross-border links between European defence-related and civil industrial clusters and to develop joint strategies regarding dual use technologies, products and services towards non-EU countries.
