European Defence Fund: an envelope of €13 billion for 2021-2027
In June 2017, the Commission presented the first version of the European Defence Fund, which has allowed defence cooperation at EU level to be tested by means of the Preparatory Action on Defence Research (PADR) for 2017-2019 and the European Defence Industrial Development Programme (EDIDP) for 2019-2020.
The Commission’s proposal on the European Defence Fund from 13 June 2018 delivers on the commitment made in June 2017; to scale up initial funding in the period leading up to 2020 with a more substantial Fund.
The new €13 billion European Defence Fund for the period 2021-2027 will provide €4.1 billion to directly finance competitive and collaborative research projects, in particular through grants. Beyond the research phase, €8.9 billion will be available to complement Member States' investment by co-financing the costs for prototype development, and the ensuing certification and testing requirements.

European Defence Skills Partnership Launched
The European Defence Skills Partnership was launched at a high level conference in Brussels on 19 June. Organised by the European Commission, the event marked a milestone in the implementation of the European Defence Action Plan in addressing skills under the Blueprint for Sectoral Cooperation on Skills initiative.
More than 100 eminent representatives from industry and associations, academia, research organisations, and national and regional authorities gathered to discuss challenges and trends in the availability of skills for the defence sector, as well as ways to close the gaps.
Panel participants agreed it was critical to take on this challenge collectively in order to succeed and to go cross-border and build an ecosystem of capabilities and skills.
Objectives identified by the panel include that:
- Skills are built around capability programmes and big companies give substance to industrial cooperation through developing partnerships.
- There is a need to tap into the potential of, in particular SMEs and start-ups, and take advantage of the innovation driven by the civil side.
- Efforts need to be strengthened to render the sector more attractive to young graduates and women.
Different best practices that aim to achieve these objectives were highlighted throughout the event.

ENDR event on defence technologies in the maritime domain in Toulon [new date!]
The European forum on ‘defence and dual use technologies for the protection of the maritime domain’ has been rescheduled to 20-21 September in Toulon, France. Co-organised by the European Commission and ENDR member Provence-Alpes-Côte d’Azur Region (PACA), the event will bring together experts from companies, clusters, public authorities and other stakeholders.
Participants will learn about relevant EU funding and can take part in a matchmaking session in order to explore business opportunities and meet relevant players in the European maritime and naval sectors.

ENDR event on EU funding for defence in Seville [registration open]
Companies and regions are very welcome at this symposium on 3 and 4 October in Seville. Organised by the European Commission and ENDR member IDEA, it aims to promote research and innovation in the field of defence & dual use.
Participants will have the opportunity to discuss and explore opportunities to foster synergies between the European Defence Fund, the European Structural and Investment Funds, and other European and national sources of funding.

ENDR event on Cyber Defence Industry in Tallinn [save the date!]
